Creating a crowd-sourced "What's Been Plowed?" Map

City seemed paralized by the snow storm 2 weeks ago and had no idea which roads were passable or not.

Some areas like Howard County have an online map where they are tracking snow plow trucks in real-time (http://howardcountymdpublic.eroa...). I don't think Baltimore currently has this capability and if they are tracking, having them setup an online interface for the public would probably take longer than the season.

I'd like to build a low-fi solution this weekend that would let people authenticate themselves with FB/Twitter and then they can draw lines on a communal city map which basically translates to them vouching that the road they are specifying is passable.
