The recent controversy on the proposed cap on tax relief for charitable contributions in the UK highlighted tensions between taxation and philanthropy. Indeed, the notion that public money should be given to charities that have the most “value to society” seems to have taken root and forms the basis for much of the current policy debate in the non-profit sector. But what does it all really mean?
