Unintended consequences

Beware the unintended consequences of privacy regulation, even with
the best of intentions. If all we do is manage to the worst case, we
may prevent the best case from happening. It is too soon to know what
the internet is and what its impact on society will be, so it is too
soon to limit its possibilities because of the fear of change.
