Seit der Abschaffung der Sicherungsmechanismen ist die Briefwahl sogar leichter manipulierbar als Nedap Wahlcomputer.
Der Vortrag zeigt praxisnah die komplette Fälschung der deutschen Briefwahlunterlagen, inklusive der Stimmzettel, Wahlscheine, Stimmzettel- und Wahlbriefumschläge. Durch die Abschaffung von Siegelmarken, eingestempelten Dienstsiegel, amtlichen Unterschriften und dem nicht mehr stattfindendem Abgleich der Wahlscheine zu dem Wählerverzeichnis wäre dieser Wahlbetrug nicht zu erkennen.
The German federal postal voting system had effective security measures until, starting from 1989, they got removed one by one. The voters identity isn't checked any more, so voting as a fictional person wouldn't be a problem if the papers were forged good enough. Sadly this isn't a big deal since the envelopes aren't closed with an official seal any more, the municipalities seal isn't stamped but printed and the papers aren't signed by a public officer any longer. The biggest problem would be to forge the official red and blue envelopes. Strangely enough the company, that prints them for the government, also sell them to private persons. On a smaller scale it's possible to order postal vote papers of any person to any place (including foreign countries) with just the knowledge of his postal address and the birth date. This would deny the victim the possibility to cast his vote in the polling place since he will be marked as having voted already via mail.
All these problems could be easily fixed with online voting if that wouldn't fail for another problem: the secrecy of the votes.
