Privacy regulations were created with consumer protection in mind, but today consumers often feel as though their own health data is on lockdown. While the healthcare system is in the midst of reform, what must we do to put the massive quantities of data it holds to more efficient use for the community? Could we reengineer the system so that consumers--and the growing number of e-patients--own and control their own health data and could use it to make the process of their care and that of their families more convenient? Could government and industry uncover opportunities to bring public and private data to bear in creating innovative solutions to the world's healthcare problems? In this 60-minute dual, Government 2.0 Journalist Alex Howard and Martha Wofford, head of Aetna's consumer platform, discuss the challenges and opportunities of a more open health data ecosystem.

I work at Sage Bionetworks as the chief commons officer and as a senior fellow at the Ewing Marion Kauffman Foundation.
I've worked at Harvard's Berkman Center for Internet & Society, the World Wide Web Consortium, the US House of Representatives, and most recently Creative Commons (hosted at MIT's Project on Mathematics and Computation). I also started a bioinformatics company called Incellico, which is now part of Selventa.
I studied philosophy at Tulane University.
VP Consumer Platform, Aetna
Martha Wofford leads Aetna's company-wide CarePass platform, delivering simple solutions to help consumers navigate the healthcare system. The program reports into Aetna's Chairman and will deliver an ecosystem of apps powered by an open, digital platform, enabling consumers to control their data and manage their whole health. It also supports a developer community, to unleash their creativity in creating consumer solutions.
Prior to her current position, Ms. Wofford served as Head of Product and Strategy for Aetna's Middle Market, Small Group, Individual Pre-65, Medicare, Student Health, Voluntary and Direct to Consumer businesses. Immediately prior, Ms. Wofford served as the General Manager for the Northeast Region for Aetna's Consumer Segment, with full accountability for Profit and Loss. In that role, she was presented the top General Manager award for her performance. In addition in 2008, Ms. Wofford won the Aetna Chairman's Leadership Excellence award for her contributions to the company.
From 2005 to 2009, she also had accountability for Aetna's Direct To Consumer sales capability, on a national basis. Ms. Wofford joined Aetna in 2005 as Head of Business Development for Medicare to help lead the Prescription Drug Plan business and build Aetna's national distribution capability.
Prior to joining Aetna, Ms. Wofford was a consultant with Booz Allen Hamilton from 2000 to 2005, focusing on growth strategies in the healthcare and media industries. She served in the Clinton Administration for six years in communications and legislative positions in The White House, USAID and USEPA. Ms. Wofford received an M.B.A. from the Kellogg School of Management at Northwestern University where she focused on Strategy and Managerial Economics, and a B.A. in History from Swarthmore College. At Swarthmore she lettered in 12 varsity sports, was captain of four teams, and achieved regional and national honors in Lacrosse, including as an NCAA All Star.
She resides in Hatfield, MA with her husband and daughter, and is a health enthusiast.
