The Capacity Building Game

A session at Open Development Camp 2014

There are many different approaches to building capacity for open data and open development practice, ranging from one-off training events and massive online courses, through to longer term training programmes, mentorships, incubators and labs. Using a hands-on interactive game this session will generate discussion around capacity building approaches.

Based on the model of the social media game, which encourages small group work and dialogue around how to fit appropriate tools with specific challenges, the game will be based around:

  • A range of cards, each representing a different capacity building approach. Each one will have a ‘cost score’ indicating relative cost and complexity.
  • Short pitches from champions of each capacity building approach to describe how it works and what its strengthes and weaknesses are.
  • Inviting small groups to design a scenario where capacity building is needed. E.g. ‘Describe a group of people who would benefit from knowing more about open data. Who are they? What do they want to be able to do? Describe the environment they are working in?’
  • Asking each group to select a mix of capacity building approaches they would use, given a specific ‘budget’.
  • Discussion of the different mix of capacity building approaches that people selected - with a specific focus on asking ‘What is needed to make this work well?’

This session would be a chance to both learn about and share experiences of capacity building through an interactive game, as well as to play-test the game, and improve it for future use.
